For a PMO to continue to exist in an organization it must demonstrate value to the organization that is well beyond the cost of its implementation and ongoing operational costs. Programs are not simply a group of related projects, they are temporary organizations that lead transformational change and focus on the delivery of a vision that realizes and sustains added value to the organization (sustained benefits much greater than costs).
